ILOILO CITY, June 27 (PIA) -- Filipinos can look forward for better health research and quality health service with the implementation of the Republic Act (RA) 10532, also known as the Philippine National Health Research System (PNHRS) Act of 2013. 

In a public consultation for implementing rules and regulations of RA 10532 held here, Department of Health (DOH) Undersecretary Madeleine Valera said that the PNHRS aims to improve the health status, productivity and the quality of life of Filipinos through health research and development initiatives. 

Valera said that this law will promote good governance among health research organizations through efficient, effective, transparent and ethical health research management system. 

The Act also mandates the government to engage in international partnerships and networks for health research development and ensure the sustainability of resources for health research. 

Under this new law, the PNHRS will serve as an integrated framework between health researchers and their stakeholders in order to promote, sustain and strengthen the research industry in the country. 

The four core organizations namely the Department of Science and Technology (DOST), the Department of Health (DOH), the Commission of Higher Education (CHED), and UP Manila National Institutes of Health, are tasked in creating and implementing guidelines to ensure that all the health research registered within the system would meet technical quality standards and will follow ethical research guidelines. 

The PNHRS will also provide financial, technical, and resource support for promising studies that would generate potential benefits for Filipinos. 

Valera said that with the passage of this new law, DOH has allotted a budget of P105 million intended for health research. 

The DOH official also said that this law will ensure the active involvement and the commitment of the private sector and the universities and colleges, for research has become a way of life especially in the academe. 

The public consultation held at Sarabia Manor Hotel here aimed to reach out to the health research stakeholders and other research communities to get their inputs in crafting the final draft of the IRR for RA 10532. (JCM/LTP/PIA-Iloilo)

DOH has articulated strategic directions in achieving Universal Health Care (UHC) or Kalusugang Pangkalahatan (KP). These include response to the

  • Needs and issues to asses the financial risk protection
  • Commitment to achieve the Millennium development Goals (MDGs), and,
  • Improve the health facilities to better serve the people

Health Systems Research Priority Projects

Number of HSR Research Projects to be Managed: 40-60

Project Duration and Budget per Research Project:

3 months projects (40% or 16-24 research projects) - PhP0.3 M to PhP0.5 M

6 months projects (40% or 16-24 research projects) - PhP0.4 M to PhP1M

12 months projects (15% or 6-9 research projects) - PhP0.8 M to PhP1.5 M

Health Facility Enhancement Program

  1. Review and analyze the existing BEMONC and CEMONC system in terms of facilities, human resource expertise, usage and usefulness
  2. Strengthen HR commitment to PT care through annual credentialing and privileging both permanent and temporary.

 

The Western Visayas Health Research and Development Consortium (WVHRDC) invites submissions to the following Consortium projects for year 2012:

Capsule Health Research Proposal

This is offered to regular staff and faculty members of the WVHRDC member institutions (medical and paramedical schools, hospitals and other health related agencies) with experience in research proposal making and presentation. Applicants may submit proposal(s), properly endorsed by the head of the agency. Likewise, medical residents of hospitals may submit proposals provided that he or she will be working under the supervision of a more experienced researcher affiliated in the same institution.

Training Awards in Health Research for Region VI Scholars 2012

This is intended primarily for new researchers who are interested in carrying out health research in Region VI. This is a training with two parts. The first part is the training of scholars on research proposal making. Those successful in receiving a research implementation grant moves to the second part which is research project implementation.  This training is on its second year of implementation.

All research proposals must be in line with the 2011-2015 Health Research Agenda set by the WVHRDC. The deadline for submission of application is on June 29, 2012, 5:00 PM.
